Etiqa’s mental-illness coverage announcements
USIM’s 2020 commentary by Khairil Faizal Khairi, Nur Hidayah Laili and Aimi Fadzirul Kamarubahrin cites “Etiqa launches takaful plan with mental illness coverage” as Etiqa Takaful, dated 19 March 2020. The original I-FIKR text and its own publication date have not been recovered. That bibliographic date is not enough to establish a launch date or decide whether it was a publication or retrieval date. USIM citation
Etiqa’s surviving corporate page has a different title about a critical-illness rider. It currently supplies a heading without the substantive announcement. The independently available records describe two different developments: IL CI Plus attached to SecureLink insurance in 2019, and the separate AafiahCare takaful plan reported in 2020. Announcement, reporting and later documents
AafiahCare was already described in a MalaysiaGazette report on 12 January 2020. BERNAMA’s later page displays 16 March 2020, but its story dateline says 13 March. Maybank’s 2021 report places the launch in 2020. These establish a historical product story, not an exact first-sale date. The 2020 BERNAMA account names Etiqa Family Takaful Bhd and describes AafiahCare as a stand-alone plan covering 68 critical illnesses, including four named mental disorders: bipolar affective disorder, major depressive disorder, schizophrenia and schizoaffective disorder. Its reported mental-illness benefit ranged from RM7,500 to RM30,000, depending on cover, subject to normal underwriting. Text explanation: Read the dates as different kinds of evidence, not as five launches: 2019 insurance event, January 2020 takaful reporting, March dateline/publication, bibliographic date, and a later PDS. The leaflet’s printed 12/19 code does not prove its effective date.
Where contributions and benefits go
Etiqa’s AafiahCare concepts sheet describes wakalah as appointing the operator to manage the risk fund for a fee. After that fee, contributions go to the Participants’ Risk Fund through tabarru’, a contribution for mutual assistance. This is a pooled protection arrangement, not a personal savings balance that you can withdraw at will. MalaysiaGazette’s January 2020 report said participants could choose how to use the cash benefit, such as consultation fees, medicines or hospitalisation. A fund contribution and a cash claim are different steps

An operator-management fee is deducted; the precise fee follows the applicable documents.
- Remaining contribution enters the risk fund
Tabarru’ pools protection money for mutual aid; it is not a personal cash account.
- Qualifying claim leads to a limited benefit
AafiahCare’s specified critical-illness payment is cash subject to certificate terms.
The recipient can use it for needs; the treatment bill may be higher or lower.
Definitions, exclusions and timing still need to be met. A diagnosis name alone does not settle the claim.
Text explanation: Contribution first splits into an operator fee and the remainder for the risk fund. A qualifying claim can then produce a cash benefit. Choosing how to spend that benefit is distinct from reimbursement of every treatment bill. The diagram does not show a personal savings balance or promise that a claim will be approved.
Read the later public documents as a separate set
The linked English Product Disclosure Sheet (PDS) dated 20 November 2025 limits severe-mental-illness payment to 15% of the sum covered, capped at RM30,000; once for that event, without reducing the sum covered. It excludes this event from the additional annual 5% care benefit. This is a later public summary, not verification that a particular person has that cover. The full severity definition and evidence requirements must be obtained from the applicable AafiahCare certificate. We have not recovered that certificate and do not import definitions from Etiqa Critical Care Takaful Plus, a different product. The Malay summary’s special-benefit sentence is incomplete: the once-only and non-reduction statements above come from the English sheet. The later PDS excludes pre-existing conditions or symptoms. Its general cover starts 30 calendar days after issue or the latest reinstatement, whichever is later; cancer, coronary heart disease requiring surgery, heart attack and other serious coronary artery disease have a 60-day start. Separately, it requires survival for 30 days after critical-illness diagnosis. These are non-exhaustive summary terms, not a recovered severe-mental-illness definition. The leaflet’s “from RM41” example is for a 17-year-old male with RM100,000 cover; the PDS specimen illustrates RM232.07 monthly for RM500,000 cover. Different examples alone are not a contradiction. The PDS also prints a total wakalah fee of 30.67% of total contributions or RM228,648.83, plus RM18.57 monthly Sales and Service Tax (SST). It describes 50-year cover and contribution payments until age 80. The stated fee amount cannot be reconciled from the sheet’s contribution illustration without clarification of its calculation base and payment assumptions. The PDS requires disclosure of material medical facts and accurate age; otherwise the certificate may be voided, a claim rejected or terms changed. Its 31-day contribution grace period is not the same as a waiting period. Within 15 days after certificate delivery, its free-look cancellation refunds paid contributions less any medical-examination fee. Later surrender pays accumulated Participants’ Risk Fund surplus, if any, rather than promising all contributions back. These later public terms remain subject to the applicable certificate. Text explanation: Assuming all claim conditions are satisfied: RM100,000 cover gives RM15,000; RM200,000 reaches RM30,000; RM500,000 remains capped at RM30,000. These are arithmetic examples, not quotes or decisions about eligibility, severity or claim approval.
A Malaysian comparison and a useful checklist
Suppose Aisha and Mei Ling each want help with recurring outpatient psychiatric bills. This is a fictional Malaysian example. Both should ask whether an offer pays actual eligible bills or a fixed benefit for a narrowly defined event; the same monthly budget does not make the two protections equivalent. Etiqa’s general explanation says anyone can apply, with policy/certificate-specific medical and age conditions. Muslim and non-Muslim readers can compare contracts; neither religion nor the historical headline confirms personal acceptance or identical product eligibility. - Confirm the exact entity, product name, certificate number and dated documents. AafiahCare takaful and SecureLink/IL CI Plus insurance are different records.
- Ask for the severe-mental-illness definition, covered diagnoses, specialist evidence, admission/severity criteria, exclusions and waiting/survival periods.
- Ask which event triggers the cash payment, its cap, whether it is once only and how it affects remaining cover. Confirm outpatient bills separately.
- Obtain a full contribution/fee/tax illustration and cancellation terms for the applicable version. Ask for written clarification of conflicting summaries.
- Compare actual needs and bills with the benefit structure. Do not assume that an old news report establishes today’s acceptance or claims decision.
